Best workout routine for thighs and abs?

I’m a 4′10″ female, 120lbs with an athletic build that seems to ONLY gain weight in the thigh and lately in the lower ab area. I’m too flabby to get into a bikini this summer.
Can anyone suggest a routine that I can do with limited equipment? We do have a bench here at home and a swiss ball.

I AM looking for a physical workout NOT a “diet”.

All the scientists and food experts say targeted weight loss is unlikely, especially in the hips and thighs zones, but I achieved it with acai berry.
